This can be done in the first mission even after you've completed it. I recommend you get your rum and cigar industry/factories up and running as they provide enough income to accomplish your goals.

Simply purchase blueprints for any building you can. Some require a pre-requisite such as a Power Plant or a Tourist Dock.
