Agree entirely with xCherrYXx's solution, but I was still having trouble with the third stage, to have a loyal dog rescue a Sim. To make this easier, I did the following:

***Edit: Lord Arkhan made quite an elegant suggestion, to make this achievement even easier -- rather than 1 Sim and 5 dogs, make 5 coward Sims and 1 Loyal dog. When the fire-poking Sim starts a fire, in all likelihood, more than one Sim will faint, leaving many targets for the loyal dog to potentially 'save,' that won't have caught on fire.

1) Create a household with 1 Sim ('coward' as only trait), and 5 adult dogs ('loyalty' as their only traits).

2) Moved this family into the Northeast starter home (the one across from Rebecca Goth), UNfurnished, and replaced the living room window closest to the bathroom with a fireplace. I chose this spot, as I didn't want the fireplace tucked up against a corner wall, as this achievement seems easiest when your Sim does NOT catch fire, so I wanted as much room as possible for the fire to take hold, without lighting up the Sim.
***Edit: As many have noted, it may be even easier to start a fire by having your Sim begin to cook something that requires the stove/oven, and simply interrupt your Sim during the cooking process WHILE the food is cooking. The food will over-cook, eventually igniting a fire, with your Sim safely out of the ignition zone. *** End Edit.

3) Move everyone into the living room (command the dogs to lay down, so they don't dart off to do other things), and commence with the Sim lighting and poking the fire.

4) Save Game once you have everything in position, for easier re-loads, should your Sim catch fire.

The objective is to have the Sim faint once the fire starts, but this won't happen if the Sim catches fire. With five dogs all vying for position to get out of the building, several will be in there long enough to bark at the fainted Sim, which pops the achievement.

While initially thinking it might improve success rates more by removing the exits from the living room, after testing this hypothesis, the achievement does not seem to unlock unless there is an available exit to flee the burning building.
