You need to have a fishing skill level between 6 and 10 to be able to find that treasure. I used an Angelfish as bait. You can purchase an Angelfish from the Duck-In Bait shop by the pier. Just keep on fishing and you'll eventually succeed. The special plant is a flame fruit. I found the treasure at the pond near the lighthouse but the location is probably random.
