This is completed after defeating Two-Face in the Museum/Iceberg Lounge, as Catwoman.
Various Two-Face thugs in Arkham City will be marked in Catwoman's thief vision mode with a gem symbol over their heads. Defeating these marked thugs will gain you "loot." Defeating 16 marked thugs will fill your loot meter, and the achievement will pop.
EDIT: Thanks to LAW ACR and TriRock who note that all the thugs with the loot can be found in the areas of Arkham City surrounding the Courthouse, the Museum and its nearby subway entrance. |

If you are having trouble getting to Two Face like my self (didn't see the grate on the top and the action button wasn't showing up) here is how. Not my work I found this on another site.
"When you finish the Gladiator Arena, Go through the door into the torture chamber. In the next room, go underneath the floor into the grate. Jump onto the ceiling and follow it to the door with two face. The enemies will infinitely respawn so take out the 5 guys that aren't two face then pummel him before more show up. Hope this helps." |
