Just complete 'The Ho Boat' mission.
It doesn't matter which choice you take in the end.

If you choose to keep the Hos yourself, you'll be awarded with a money bonus (+1000 hourly income).

The other option is a 25,000 lump sum

Sometimes this achievement seems a bit glitchy and can sometimes not unlock, so I would advise everyone to save the game before or during this mission.
