As said, level 20 is the level to aim for, as this unlocks the collectible finder.
You can also select the map from your phone to display nothing but collectibles, allowing you to (for the most part) place waypoints on the map to aid discovery.
I also used the VTOL (which you get in an act 2 story mission) as several of the collectibles are on rooftops.
as said, some collectibles are on rooftops, 3 are below ground (one in a tunnel under a dilapidated housing estate, 2 in rock tunnels that are easy to miss, even from water) you can even use your helicopter homie if you lose the VTOL for whatever reason.
All in all this took me around an hour (including buying shops and eliminating gangs) so it's pretty easy, just a tad boring. |

First of all get to level 20
When thats done then go to
your map and on the left side of your map it should say
all
activites
stores
properties
cribs
gang operations
collectibles
Use you d-pad to scroll down to collectibles
and it will show were all of the collectibles are hope this helps! |

MINOR MISSION SPOILERS
Buy the Collectibles Locator for your map like the other solutions say, but to make this achievement come most easily, I suggest traveling to each collectible location with the Specter (Hover Bike), which you have the option of unlocking on the mission "My Name is Cyrus Temple".
During that mission you choose two prototypes to sign off on (Specter, improved Tank, and satchel charges).
Make sure you choose the Specter as one of the two because it is as fast as any flying vehicle, allowing you to get around the various locations like rooftops and caves quickly and easily, but also durable and small enough to make it an easy vehicle to land, compared to the VTOL or a chopper. Using the Specter and the Collectibles locator map, this achievement takes about 45 minutes to an hour.
There are 80 Collectibles to obtain (20 blow-up dolls 20 cash palettes, 20 drug palettes, and 20 photo ops) and most of them are easy to get to. Only a few times did I have to even get off the Specter because you can drive over them to pick them up.
A few of them are inside caves or buildings, and others are on roofs, but believe me, there is no simpler solution than traveling via the Specter.
It's a bit tedious no matter what you do, but trying this achievement without both the map and at least some flying vehicle (again, preferably the Specter) is gaming suicide. |

| Once your fame has reached level 20 you can purchase the ability to see every collectible (80 in total). The ability costs 49.500$ and is called "collectible finder" under the "ability" category and will display every collectible once you get close to them. |

| This achievment is simple to get when you reach level 20 respect save some money up from missions activitys ect as the ability cost about 50 thousand cash, take a vtol,specter or any aircraft you like as alot of the collectables are on roofs or high places, if you havint got the 25% collectables achievment you will get it doing this one |
