The first time youll be able to get this achivement is once you have taken over the "Safeword" stronghold. I also recommend you do it there as this will be the cheapest one to upgrade (i think it was just 60.000$ in total compared to later stongholds where you have to pay the same amount for once upgrading it). Buy both of the upgrades and the achievement will be yours.
