CAUTION: If you can't fight for a faction this is most likely due to you following the main quest line before siding with a faction.

Just continue and make a peace treaty (Main Quest) between the Legion and the Stormcloaks.
- If you side with the Stormcloaks then Markarth must remain an Imperial city and you will be guided to take Fort Sungard fairly early on. After capturing the fort the achievement will pop.
- If you side with the Imperials then Riften must remain a Stormcloak city and you will be told to capture Fort Greenway.
Upon completing the main quest the two dominant factions will reignite the war once again allowing you to gain your achievements.

To join the Legion travel to Solitude and enter Castle Dour and speak to General Tullis.
To join the Stormcloaks travel to Windhelm and enter the Palace of the Kings and speak to Ulfric Stormcloak.

This achievement is for playing halfway through either side's story-line and capture a fortress. Which is either Fort Sungard or Fort Greenwall depending on who you side with.

I'm not being lazy here it's just that there are many variables to the quest lines that would make this guide far too unorganized

Warning: This is missable. If you complete the main story before starting the Faction questline you must be able to take either Markarth or Riften by force. Without spoilers this will become clear in a late game non-fighting quest.

Ok. So i thought I completely missed this chevo after I completed the main story line. However I persisted with the war for Skyrim and I found out that you can obtain the chevo as I didn't follow the above guidelines mentioned. If you believe that you have missed this obtainable achievement, you need to check out the UESP website for the missions as you have more than one shot at popping that chevo.

For the Stormcloaks:

for the Imperial Legion:

Now IM NOT CLAIMING that this is not a missable achievement, as it might of been fluke luck that got me it. But if you persist about a quarter way through the missions you will know if you have messed up or not.

Hope it helps and remember if you think you have messed up, to be safe, stick with Raging Teapot's solution if you Haven't finished the game.

If you can't talk to Galmar for "Reporting in", stand around for 5-20 minutes and you should be able to get the dialogue option. Do not wait, just face him and set the controller down. This was preventing me from starting the quest. After I spoke to him, I could start the quest Liberate Haafingar.
