In Solitude you should find 2 children running around, a girl named Minette Vinius and a boy named Kayd (I found them near the catacombs). Speak to them and they will ask if you wish to play tag. Agree to play with them. Now, every time you tag either of the children it counts as one objective done, and talking to the person that is "it" counts as you being tagged. You can start the game and spam the A button on the child, thus popping the achievement in less than 15 seconds.
