If you have completed the game reload Act 2 Chapter 5.
If up you haven't got there yet but don't want to replay the mission ( Which is understandable seeing how poor of a game it is.) look out for the mission where you storm the White House and starts with you fight through trenches and clearing bunkers.

After the third bunker you should be able to enter the White House basement. Kill the solider and then wait for the elevator and then kill the two soliders in there. Ride the elevator up and deal with the soildiers in room you arrive at and the hallway outside it.

The hallway you are in will have 4 doors.
The door next to a collection of flags at the end of the hallway will lead to a furnace with a Nazi throwing books in it. Once you open the door he will turn to shoot you so there is no chance of him burning the constitution. Kill him and just to the left (If you look at the furnace) of where he was will be a pile of books with the constitution on top. If you look at it the hand icon will appear so use 'B' to pick it up.

    ************************************************************************************************

EDIT: As pointed out by Onza It's important to get the constitution before you head up the dumbwaiter as after going up there is no way back down without restarting the mission.

This is just additional information in conjunction with BrutalSleeper's solution, which does a great job of describing the location. This is just to make sure you don't miss it by advancing the level with the dumbwaiter ride.

You want to be sure to find the Constitution BEFORE you go up the dumbwaiter... Not sure if it's too late at that point, but you should find it (as described in BrutalSleeper's solution) after that first elevator ride up... Just go straight (and then right) as you leave the first room, not left... It seems you have plenty of time to find it, as I went left, cleared the floor and still came back for it.

Thank you to Stoiss for the following: "It should also be noted that the paper is on a book to the right of the furnace."

StoissThx for correcting this, it should also be noted that the paper is on a book to the right of the furnace :)

BrutalSleeperThanks for clearing that up. And the kind words about my guide.

Ps It's odd how it says your guide was made in 09 ... The date on my guide is correct I think but I was certain there was no guide before I made mine.
