Using cheats you can obtain this just by playing through the first level.
Main Menu > Extras > Cheats Codes > Enter "Quimbecile" (without quotes). This will give you 44/44 stars in MI6 Ops and unlock all difficulties with all objectives accomplished on Operative and Agent difficulties.
Choose Dam from the mission select menu, choose Agent difficulty and run through the level making sure you complete all of the objectives. The achievement will unlock when you jump off the dam.
The secondary objective on Agent difficulty is to download the helicopters flight plan. The wi-fi node you need to hack for this objective is found in the room at the top of the guard tower with the sniper towards the end of the level (secondary objectives are marked as complete up to Operative difficulty when using the aforementioned cheat).
If you don't already have it you will also unlock the following achievement at the same time.

For this achievement, the game asks you to complete it on the Agent difficulty.
Last time I checked, there are additional objectives to work on for this difficulty. So, for each level, make sure to search out for them. Your smartphone will let you know if you are near something you need to scan or if there's an additional objective nearby that needs to be completed before moving on. So work on these tasks while going through every level as you normally would and by the time you are finished with all the levels, including the Cradle stage (which is the final stage of the campaign), the achievement should unlock.
Of course, if you wish to make it easier for yourself, you could amp up the difficulty to 007 Classic difficulty and play the game with that setting on while completing all the objectives. That is exactly what I did and although the last boss fight was a pain in the ass, I somehow managed to beat the game and earn five achievements at once, including the Agent achievement. However, I would only recommend this difficulty to veterans or those who want a longer experience and a better challenge for the game.
