onnovdw's solution is correct, I just thought I'd add the locations of all the characters.
Mickey and the Camera- You get this one at the beginning, on Main Street, USA
Cinderella and the Wand-She's in Fantasyland, near It's a Small World across from King Arthur's Carousel
Buzz and the Blaster-In Tomorrowland, outside the Astro Blasters
Stinky Pete and the Fishing Rod-In Frontierland, near Big Thunder Mountain
Br'er Fox and the Megaphone-In Critter Country, near Splash Mountain
Aladdin and the Spyglass-In Adventureland, near the Jungle Cruise
Donald Duck and the Water Squirter-In Toontown
Naveen and the Baton-In New Orleans Square
Additional Info:
-EDIT: iiM SO S1N1STER says you need to be level 8 minimum to get water squirter. As it was the last one I got, I think it's a safe assumption that it has the highest level requirement.
-You need to be at least level 8 to acquire all the items.
-You can look on the park map for the characters if you didn't fully understand my directions.
