This will unlock after Level 5. That is if you collected every penguin in the first 5 levels. To know you have collected all the penguins for a specific level, look at the bottom of your screen for each level. There will be a row of grayed out penguins. Every time to find a penguin and use the X button to dance, this will recruit them to your team and also the grayed out penguins in the bottom will fill in. Do this for the first 5 levels and your achievement will pop.
