For this just keep winning matches with your custom character and eventually you will be put in a #1 contender match. I was the United States champ when I got put into a match. You can't just put yourself into a #1 contender match as it won't unlock the achievement you must be put in one by the computer. Just keep an eye on Raw and Smackdown and Superstars incase you miss it.
