Assuming this is the last achievement you're going for...

Start up a new game, and create Fighter 1 until it saves and asks you to choose Fighter 2. Instead, choose back and create a new Fighter 1. The one you just made will still be there, and this will save you from having to have a battle start for every pair you make.
