In order to purchase all ultimate power-ups you must collect each of the 8 normal power-ups (each regular card has two uses before they expire, ultimates contain infinite uses) by buying 5,12, or 25 card packs in the menus and then trade them by going to Elite teams going to the power-up tab and pressing start.
This will randomly unlock one ultimate power-up your are missing. Do this 8 times to unlock each in the blitz store for purchase for 5,000 Blitz bucks a piece. You need 40,000 blitz bucks to obtain all cards and the achievement.
**A helpful hint to getting the power-up cards in the card packs is to collect all the NFL player cards and not turning in an entire team for the pro and ulitmate player cards. If you have obtained all other cards but the power-up cardsin your collection, the game will continue to olny give you the power-ups that you need making it a little easier**
*Blitz bucks can olny be obtained through online play so 40,000 blitz bucks may take anywhere between 8 and 13 games give or take a few depending on how well the player/players perform.*
