In order to do this, you need to start out a distance away from the control tower next to your landing area, either on the aircraft carrier or at the airfield.
Once you've lined it up, push up on the right stick to engage your afterburner, and make sure you've got a lot of distance between you and the tower, because you have to break the sound barrier before you reach the tower and maintain the speed, and then just buzz the tower by flying as close as you can get to it.
You'll know this worked 'cause the "Air Boss" will come over the radio and chew you out.
Repeat on four other levels with a landing sequence, and achievement unlocked!
EDIT/UPDATE: You can do this on any level where there's a friendly carrier or airfield, as long as there's a tower to buzz, you can buzz the tower and as long as you get a "Buzzed The Tower" bonus score, it counts towards the achievement!

"IF anyone is interested here are 5 easy missions to do this.
Missions 1 - You can buzz the carrier only at the end of the mission though.
Mission 2 - Buzz the tower near the runway.
Mission 9 - Its the same location as Missions 2, so buzz the same tower.
Mission 10 - You can buzz the tower on the airfield you capture.
Mission 12 - Its the same location as Missions 2 and 9, so buzz the same tower (again)." |
