I just thought I would post about where to start this questline since it is hard to find, at least it was for me. You can pick up this questline in the city of Rathir in the NorthEast corner of the main island. You have visited this city if you went through the Warsworn quest.

When you enter Rathir, check the local map and find the "door" that leads to the "Upper City". It is near the center where all the merchants are. Once you enter the "Upper City", head south along a long path and you will find the Scholia Arcana main hall. Enter and talk to the elf behind the desk in front of you and he will point you on your way.

I have also read you can get started in Ysa, and thanks to GenericCow that has been confirmed. There is a Scholia Arcana embassy there. GC also confirmed that there is likely no stat requirements as he is invested in might and got the quest.
