If you go to the Options of the game, to the Settings, you can set the Timer so it shows up in the corner of the screen while you're playing. It will still allow you to unlock the achievement.
The difficulty or type of ROM doesn't matter. You can choose Easy difficulty and Japan ROM and you can beat the whole game way under 24 minutes this way, even if you use up a few credits. The timer stops once Maggie puts her pacifier on Mr. Burns' mouth in the ending scene. XD
For a quick way to beat up enemies, use the Attack+Jump slap attack, it will beat up mostly everyone in one hit.
The achievement unlocks right after the Ending, at the Credits/Staff Roll screen.
