For some reason, the achievement seems to pop up for people when they RE-VISIT the upgrades page. Once you have everything upgraded, exit the game to your Home Screen and launch it again. Go to the Upgrades Page and it should unlock.
A few of the people who commented on the first solution found it to work and I figured I'd point it out to everyone else who doesn't check those comments.
Because of this, I've also concluded that:
-You can play Arcade Mode, you're not restricted to Survival.
-You can unlock everything in more than one go, instead of saving up 1800 Points for all of the upgrades.
-You don't need the game modifiers

it didn't pop for me straight away, panicked, then came here, the same thing you did worked for me and it popped as soon as I looked at the upgrade menu after reloading the game

"Same thing for me. I backed out of the game completely, then when I loaded the game up again, I went to the upgrades and it popped as soon as I went into the upgrades screen.

To upgrade your weapons and building you earn credits in game. After a game of arcade (all I've played so far) you'll be asked if you want to convert you credits to score, which if you're going for this you won't want to do. Click on upgrade instead. Overall you'll need 1,800 credits to fully upgrade all five areas. Once you've upgrade a few parts you'll find yourself ploughing through the waves and raking in the credits, making this easily obtained on your way to playing 10 arcade games played.
My best haul was reaching wave 35 accruing over 900 which was the one that brought this home. Happy shooting!
*note that it seems quite a few are having issues with the achievement popping for them, im using a HTC pro 7 so im not sure if this is a handset issue or not but I will post more details if I get them. Thanks to all who have commented regarding the issues* |

Sounds like lot of people have problem with this one.
The problem is when you play in Arcade Mode all is upgrading by itself so you are not the one who buy the upgrades.
I found a way to get it for sure. Reinstall the game and play only in Survival mode, this way it doesn't upgrade by itself and you are forced to buy the upgrades by yourself, achievement pops once you bought all the upgrades. |

Listen to ngd solution but a few tips more
when you start the game after reeinstalling it be sure tp play Survival mode after the firts play the game tells you to upgrade something on this point press the Home Button on your Phone to exit the game ( be sure you do not upgrade something yet)...then start it again and play Survival, make so much points as possible and HERE is the trick
When you think you die before Game over press the Button on your phone where you go to BING your now in the BING menue and then press the BACK Button on your Phone.
Press Continuethe Games says it will be continued in 3.2.1 seconds and now get to Game over then your earn upgrading points but DO not upgrade something. Go to Survial mode and now you can choose the option to Continue your last game. You start now where you pressed the BING button in your last Game with the same points
Go Game Over and you earn the same points...
You earn much more points so ( 2XP)
To earn the achievement you do not play the game in one sessions the only thing is to upgrade all in ONE GO...
Play it for 1 h with my solution to get 1800 points then upgrade all and it unlocks...
