Very easy achievement to obtain. In the Hot Springs scene just get drunk by chugging the drink until the Burst Meter is filled then activate it. After the small cutscene Achievement Unlocked.

As a Side note:
You could also obtain the Like a Fish achievement by chugging the drink 3 times. As well as Sometimes I Feel Like... achievement in this scene by catching all the Peeping Tom's.
