Very easy to achieve just through normal game progress. When approached by a gang of thugs don't draw your gun and let them approach you. When they are close enough you will see a prompt for a surprise attack (X).

First group: Immediately after gaining the machete
Second group: When Rescuing Mei
Third Group: A short ways into the construction site.
