Hi
Here is aGuide for all Victims in this Game on normal Difficulty from a Friend of me.
Its sorted by his Game Progress but i think its nearly 100% the right way.
In the Youtube Description are all Victims Time linked.
Its Important you save this Items until you helped the Victim!
2 Food Cans for Victim 08
2 Rehydration Salts for Victim 13 and 18
1 Inhaler, 1 Meat, 1 Food Can, 1 Fruit Tin and 1 Soda for Victim 17
Every Time you found a health pack, dont use it! Several Victims need this (but many Times you found a pack before a Victim)
