You can obtain this achievement in Mission 2 of the Trouble With Clones DLC, 'Tour de Farce'.
After driving Jimmy and Pierce to Planet Saints, you will be given the Swarmitron. This is a gun that shoots bees! To use the weapon, all you have to do is hold RT.
When you arrive at Planet Saints, climb up to the stage. To complete this part of the mission, you must protect the stage from the rabid fans. Spray bees at 25 fans as they become rabid to unlock the achievement. Rabid fans are marked with a red arrow on your hud. An achievement counter will show your progression for the achievement.
There are two parts of this mission where you can use the Swarmitron to spray rabid fans.
If for some reason you do not manage to unlock the achievement, you can simply replay the missions again after completing the DLC. To do this, save your game, and then reload it. Access the Missions menu on your Cell Phone for the option to replay the Trouble With Clones DLC again.
