Play Negotiator on the lowest difficulty.
Don't let any hostages die, there are 35 in total.
First take the desert eagle from the soldiers pocket and shoot him and his friend. Pick up an AK from off the floor run to the next door and breach kill the three enemies from left to right, pick up a gun from the floor on the right, run outside and take out the two soldiers then keep running take out the five enemies then as you go around the corner look up onto the balcony and kill the soldier, kill the two enemies climbing the fence. Run inside and kill the two enemies at the bottom of the stairs, throw a flashbang upstairs and kill the three enemies. Then breach the door kill the three enemies turn around kill the four enemies breaching the doors, run outside shoot the soldier with the hostage on the right. Mount the machine gun on your left and shoot all the enemies in front. Run forward breach the next door and kill the four enemies. Then shoot the next two running towards you after the breach, disarm the bomb kill the rest of the enemies and then run upstairs breach the last door and kill the three soldiers.
