When you see an Arm Muscle Icon on top of any soldier or any infected monsters in the game, consume it. Be careful not kill it just weaken it until it prompts you to press the B button to consume.
You can also acquire upgrades while doing missions consuming enemies. I actually got my 30th consume upgrade on this Goliath in the Lost in the System Mission.

This achievement is actually quite simple. As your playing through the game if you see anything(Blackwatch, Brawlers, Orion Project Soldier, etc.) with a yellow diamond over their head and the symbol of a bicep flexing, you eat it. That's it, but i would suggest eating anything with a diamond over its head on your first play through.
(Of course by 'you eat it' i mean consuming, which can be done by Grabbing the target with B and then Consuming it with Y.) |
