This is gained throughout side missions called "BLACKNET MISSION" or playing campaign.
Sidemissions to do this on are usually in yellow or have yellow stars. You can always look at your map by hitting [start] then (A) to mark a waypoint on the star location. In these areas with the marked stars you wanna look for the targets who are marked "Hunting" should be in yellow above there heads. Just try to consume them by hitting (B) then. (Y) This is tricky because the one you want to cosume will have other's watching him. This will come naturally about halfway through the game or sooner depending on how many side missions you complete. Consume 10 Hunting and achievements is yours.

| as you go through the game you will find the yellow stars that the farther first sent you too the stars will start showing up after that. then as you feel comfortable go to the trucks the stars are at activate the truck and away you go if you do all of them from start to finish you will get the achievement in the green zone |
