At least on Normal level, Mercer's not difficult to beat. For his first two forms, select Hammerfist, and keep on jumping and using the Hammerfist dive attack as there's nothing he can do to you in the air (this technique works well on all enemy Prototypes). Be careful not to jump out of the fight area or Mercer will Whipfist you back in, which does a lot of damage. Be ready for the QTE events when they occur. In his third form, do the same but use the Whipfist long range attack out of the air; when he summons eagles, use the Devastator (as prompted) to kill them. His final form is all QTEs.
