To do this you first need to have the hijack abilitie which you will get get during the yellow zone first island and then you need consume a blackwatch soldier or a gentek hazmat person the walk upto a tank then is park and doesnt have an enemy in it then press B whilst near it and the press be again you will know if youve done it right because your character will just get into it if theres someone in it you will rip the door off jump in then blood will spray everywhere.
The best place i found to get this achievement is in or near the blackwatch bases there
are plenty around especially on the yellow zone(first island)
Also if you find 2 tanks parked next to each other (as they often are in the bases) you can just get in one, then get in the other and repeat till the achievement pops.
If you are diguised as a soldier / blackwatch you can do this with no hassle as you will be in stealth mode.
