As with most, if not all, of the "Learn the [move name]" achievements, you will earn this through story progression. It is in the first level, or "Day One", and it cannot be missed. You'll approach a wall and the game will direct you to climb up it using this maneuver. The trick is to hold both triggers to catch the wall, and it'll show the Left Trigger bounce first. Basically when it bounces you tap LT, but DON'T LET GO OF RT. Doing so will cause you to fall.
