To publish a city you must first create a track and play it whilst getting at least one event goal (For coming 3rd-1st)
Head into 'My Cities' from the main menu and create a new city and begin to create an event, the tracks you create can be as simple as you like (Which will help speed up the process) Once you have made your track in the 'Basic Editor' you need to play the event, i suggest editing the event so that it is 1 lap to speed this up, make sure to come in at least 3rd for the event to be ready, repeat this 4 more times in the same city so the city map shows 5 events all with scores are you are ready.
Return to the city map and press Y to publish, accept the city emblem and the achievement is yours.
