This is a freebie achievement that you can first get on Mission 8. About halfway through the level, you get a call from Tanaka telling you about airstrikes.

Right after the call, just activate all four abilities at once to get the acheivement and then just restart from checkpoint to get back all the stuff you just wasted. Silly achievement.
