This Achievement seems tough, but it really isn't.

Set up a Free Ride and find a flat area. It doesn't need to be a huge space. I chose the very first one. It started me going downhill toward the flat spot I used for this.
I also want to note that I used a 250F MX bike for this, because that was what I am the most comfortable on.

The trick to riding a wheelie is all in the rider position. I never let off the throttle. I just keep adjusting the rider.

Just hold down the throttle and clutch. As you release the clutch pull back on the left joystick to get the front wheel up. Then release the joystick and pull back again and again as needed.

As the rider starts the wheelie and is going slow you will need to adjust joystick a lot. Use short rapid pulls to hold the wheel up. Once the bike gets up to speed you will need to transition over to holding down the joystick in short burts to ride out the wheelie. The best way i can explain is to hold for about one second, release, then hold another second.

You probably wont get this Achievement on the first try, but it won't take as long as you think. It's a trial and error type of Achievement, but I'm confident you will adapt fast.

A few hints that might help:
It is easiest to keep the bike up if you are almost at the tipping over point.
The achievement doesn't unlock till the link bar runs out.
