You can earn this achievement in the first area of the game once you have the ability to rotate the view.
Exit the starting room, jump up to the ledge above and enter the room that features the picture of a character wearing a top hat and monocle. Rotate the view to see a picture of eight characters wearing hats that are positioned to the left or right.
Enter the position of the hats from left to right using the triggers to unlock the achievement.
