In order to get married, you need to go through several steps, all originating in the governor's palace of a city in which you hold some rank. With a captain's skill of wit and charm, the lowest rank you can start this at is Major, I believe, or Colonel with any other skill. To learn about earning rank, scroll to the end.

When you meet a governor, he will likely introduce you to his daughter, who will be plain, attractive, or beautiful. She will either invite you to dance with her at a grand ball, or tell you once you reach a specified rank that you might be a suitable dance partner. Generally, the plainer the girl, the lower the rank requirement.

These are the steps required to marry:

1) Dance successfully
2) Give a gift (ruby ring, diamond necklace)
3) Visit – she’ll mention a jealous fiancé
4) Defeat the jealous fiancé
5) Dance successfully a second time
6) Governor tells you his daughter has been kidnapped
7) Rescue her and return her to her father
8) Ask her father's permission to marry his daughter

-------------------------Earning Rank-------------------------

To earn a rank, visit the governor after doing things that please his nation - such as:

1) escorting new governor's to cities, which can be done from settlements aligned with that nation;
2) escorting immigrants from jesuit missions near that nation's cities;
3) having settlement mayors send improved sugarcane and other such benefits to a city of that nation;
4) defeating pirates, especially those on the top 10;
5) defeating ships that belong to enemy nations (the governor will tell you who they are at war with; you can also see on the left-hand side of the world map, represented by flags side-by-side)
6) plundering cities that belong to enemy nations
7) capturing cities for the governor's nation

Doing any of the above at the expense of the nation will hurt relations and could slow down advancement.
