To unlock the ability to do this license test, you must obtain a total of 75 total medals in career. I recommend trying to get gold on all beginner and easy tracks, and aiming for silver on all medium tracks.
Once you have 75 medals, you will unlock the tutorial, which can be quite easy or extremely difficult based on your trials experience. You will be taught bunny hop effectively.
Go through the tutorial, at your own pace, and once you make it to the end, you will unlock Hard tracks, the Phoenix 250cc bike as well as this achievement!
