Admiral difficulty is not very challenging, id recommend doing this from the start. Usual method for a shooter just use the cover, the AI tends to leave you alone so you can shoot them from a distance. Just remember to have a shotgun handy for when the thugs appear as these will chase after you and i found the shotgun the best way to take them down.
