After fighting Nemesis in the Clock Tower and opened the main gate you will reach the Park, the same where the chopper has fallen in the USS mission.
You will need to make Nemesis explode the gate that give you access to the sewers, but before entering it, kill all the zombies in the area and the cheevo pops out.

Hint: If You are playing as Tweed (Demolition), take the C4 near the ammo crate and use it to open the gate instead making Nemesis explode it.
