One of the more frustrating achievements in the game. If you are struggling to unlock this the normal, and constantly getting a very close time, but not quite there, you're in luck.
Firstly, to unlock the mini-game complete the Hobbe Caves level, and choose the right hand side path.
Now you have 1 of 3 options:
1) Do the achievement normally. (can be frustrating)
2) If you have a turbo controller, you can try using it for the achievement. Certain brands will do the trick, but some won't.
3) If you have a friend who has unlocked this mini-game, have them start an online session and invite you. Have them set it up so that the characters are in inside the carts, and waiting for him to choose "I Understand!", right before the race. Now join his game (using his invite) and have him start the race anywhere between 7-22 seconds (depending on connection speeds) after you accept the invite. You will join DURING the race, and will be added halfway through. Your timer will start from when you join allowing you to easily register times under 13 seconds. If your friend starts too early, you will join after the race ends. If your friend starts too late, you will join before the race begins. This may take a few tries for you to nail down the timing, but this is the easiest way if you are struggling. Just adjust the time your friend waits to start the race accordingly.

Just a minor tip, but it could help with that fraction of a second. Try adjusting the way you hold the controller. Use the joint in the middle of your thumb to press the A button and the thumbprint area of your thumb to press the X button. This should help with the changing buttons as you don't actually have to move your thumb. Doing this I was constantly getting 13.00 seconds (which does not unlock the achievement) but after a few tries I got 12.96 seconds.
Also, I find it helps to 'vibrate' your hand rather than to move your thumb separately.

| I used a guitar hero drum set instead of a standard controller. I used a standard controller and then paused right before the race started and changed my controller to the drum set. After doing that though, 12.80 on my first try. |

This achievement requires FAST button pressing. The best way is to be quick and memorize exactly when the button is going to switch. You need to be quick though. 13,30 was pretty hard on the hand which is an average I got so you gotta push even faster than THAT.
A and X are the only buttons.
After about 10 tries I switched to a Turbo Controller and that put me at 12.86. Even with my Turbo on fastest 12.86 seems a bit too close to 13 for my taste.
This achievement needs really quick button pressing.

| I highly suggest using a drum kit controller for this. I got 13.30+ many times with regular controller and got 12.83 on my 2nd try with drum set and 13.00 first |
