I found this was easy to do on level 2-6. First up place a fan blowing up/right by the goal. Then place a blue wind going clockwise at the bottom of the left drop gap around the right foot of the goal.

You'll find all the oil which drops out the left will be pushed up into the goal while all the oil which spills from the right will just come back through the pipe. This will also get you Keen Feeder at the same time.
