Chapter 10: Checkpoint 11. Set your targeting to "Hard Lock" to make it easier for you. Once the game loads, wipe out everyone you see. When you reach the part where there's a guy with a rocket, take out the guys to his sides first, then shoot the guy with the rocket.

Everytime I shot the guy with the rocket first, it would let me kill the guy to the left but not give me enough time to kill the guy on the right. Some people have unlocked it by shooting the guy with the rocket first, some have not.
