Go to:
* Chapter V
* Checkpoint 11
Easiest way to get it is with:
* Difficulty set on easy
* Targeting set on hardlock
It popped for me, very soon into the scene where the cars show up.

Chapter V, Checkpoint 14, Easy, Hard Lock, NO BULLET TIME!
Killing everyone just before the checkpoint with the cars should net you around 28 kills but if you miss some kills (at least short by 6) you can get the rest of the kills with the cars just before the cut scene happens when your side swiped by a boat and your path is blocked.

I actually got this after the second try for the "Trouble Had Come To Me" achievement done on chapter 10 checkpoint 11. I don't know if there was actually 30 guys to count but it seems like my kills/timer must have carried over after I restarted the checkpoint.
Steps:
1. I set the difficulty to Easy and set Aim to Hard Lock.
2. Went through the checkpoint with a failed attempt for the "Trouble Had Come To Me" chievo (I think I missed one guy because I messed up the by shooting the guy with the rocket launcher first).
3. Shot the grenade after the cutscene (This is probably the next Checkpoint)
4. Jumped to the main screen and restarted the checkpoint
After I shot the second to last guy I Be-Booped this achievement and "Trouble Had Come to Me" once I shot the last. Gotta love when you pop a two for one :) |

Chapter, 10, Checkpoint: 11
This may seem fairly difficult, but it's really not. Towards the end of chapter 10, you will have to escape on a bus. At this point you can earn "Colder Than The Devil's Heart" and "Trouble Had Come To Me" Achievements if you use Hard Lock and play on easy.
Difficulty isn't really a factor, enemies just die a lot faster while playing on easy. As you start, progress through the level and kill everyone you see. Make sure you snap between enemies using the hard lock. Towards the end you will see thee enemies, one which has an rpg. Kill the two enemies on either side of him, then the enemy in the middle.
As long as you keep killing everyone up until the cut-scene you should unlock both of these achievements one after another.

| I got this a bit differently. I needed the last clue in Chapter 10 so I loaded up Chapter 10, Checkpoint 10. Went through the last of the office building and decided to finish the bus ride part again as well. Before the bus crashed the achievement popped. Had it on Easy and Hard Aim. Maybe this is a little bit easier. |

Chapter 10 checkpoint 10 kill everyone use bullet time.
When the guy with the RPG shoots at you first kill the 2 guys around him and you can kill 32 people max.

This can also be done under Score Attack.
I got it (without trying) by doing score attack on chapter 2.
More specific:I got it at the end, after you jump down from the helicopter to rescue the girl. Skip the scenes where possible and use soft lock to easily shift between targets.
Most of the 30 kills will be made from the helicopter, just use soft lock aim to rapidly shift from target to target. After you get dropped off, rush to the rooftop and start killing. It doesn't matter if you get killed, just start from the last checkpoint and rush towards the rooftop. |

Load the chapter 10: Checkpoint 11.
Set the game on easy and "Hard Lock" to make it easier.
Use LT to lock ennemies.
After a cutscene where you see a man with a rocket, shoot the guys to his sides first.
