Earn enough attachment credits through multiplayer in order to purchase attachments. Each level you go up in multiplayer earns you one attachment point only for the kit you leveled up with. The following are considered external attachments:

If you think you purchased all the upgrades for the weapon (like me). I went to my gun and used all the presets (Range,Power,Control, Maneuverability) I just selected 1, saved gun and went back and selected another one and saved that until I got tried all four and the last one it popped.

I guess all the attachment variables from the presets help. HTH
