This achievement is obtained through the normal progression of the campaign. Below are the weapon and tactical challenges for the mission as well with a description of possibly the easiest way to earn them.
Mission 3: Noble Tempest - Max Score of 290
Weapon Challenges:
Five Shot - Kill five un-alerted enemies consecutively with a PDR (Personal Defense Rifle). This best done with a suppressed PDR. After you make your way out of the sewers and are tasked with securing Sykes' data, there will be more than enough people to kill to complete this weapon challenge.
Tatical Challenges:
Fast Mover - Make your way through the village in less than 60 seconds with no civilian casualties. When you exit the house/shack where the interigation went down at the beginning of the mission, the time starts immediately. Basically you have to run and gun through the village without catching civilians in the cross fire.
Clean the Pitch - Eliminate all the mercs who are playing soccer without raising the alarm. There will be a group of merc passing around a soccer ball near the refinery. You are going to have to use sync-shot to eliminate all four of them. IT is best to use the UAV drone to mark the soldiers for the sync-shot. Do not worry about the other soldiers milling around the refinery as they are not a factor in this challenge unless they detect you.
No Blood No Foul - Retrieve Syke's data and extract without raising an alarm. This objecitve is given to you after you reach Skyke's at the refinery. You must make your way through the shanty town, villa, and then to the extraction point without being detected.
Once you escort Sykes from the container at the refinery to the the first extraction point, you will earn the 'Precious Cargo' achievement. At this point, you are just halfway done with the mission. You will be pushing through a shanty town and villa to reach the Intel in the back of his vehicle.

This is through campaign progression, saving the package and getting the Precious Cargo achievement, here is a video showing that portion of the level, happens half way through
