Achieved when you have finished level 7.

When in the woods of Mole's Town, Lothor will lead you to Jared (who is at the South-West part of the map). I was always overwelmed with just Mors and Patrek against five, so I went to the whorehouse instead (South-East). While there, the dialogue and Quest Log has it that I've killed Jared. When I finished the level I got the achievement and "Stray Dog" shows as completed. Killing Jared is apparently optional. When I returned later, they were all gone.
