  In order to use zip kick during combat, LT and Y. This counts as well as Zip kicking any unsuspecting thugs to begin combat. If you do this enough, it will quickly unlock.

  I think you also have to do this during HQR, I tried in the Riddler challenge rooms and it didn't work.
