To get a chaos emerald, you have to finish a special stage. You can get into it by jumping in the giant ring at the end of a level. It appears if you collect 50 rings.
If you don't have enough before each gate, you are able to retry it by pressing the Start-button.
I made a video guide for the 7 special stages, maybe that helps you. Enjoy it and good luck.
