Just got that in Target Quest. This mode always autosaves your game after each level.
So every time you click Start -> Target Quest -> Continue Quest you will see playfield and have to press OK before starting countdown! If you see no chances to make a full house (linking every start and finish holes) and exit game and go through the menus again.

NOTE (IMPORTANT): Level 5 is the first level you can get this in target quest (Thx AP E JC)

NOTE 2: exiting right in the beginning in Classic or Free Play and pressing continue DO NOT count as a new game!

To make a full house you should link every start and finish point. Keep restarting until a level with at least 2 u-tiles near bottom and 1 in the top and try to link the remaining start and finish point.
