Complete all of Jeff's Rigging Challenges until you get to the Downtown Showdown. Most of the challenges prior to this event can be broken down into little pieces (ie. build what you need to do the first objective, enter rigging menu, re-rig the field, continue, etc.)
The Downtown Showdown can be a little tricky if you don't know what to do (I sure as Hell didn't). Here is a link to a good video that I had found after an exhaustive search that explains how to beat it (the video is not mine to take credit for):
