Here's a list of how much they cost and where they are found. Once you land at all the red streaks of light as noted above, the faces will will appear on the map. So if you don't want to fight them right away, you can go back. Pause your game in the hub, click view map, scan the area to see their faces.
Poison Ivy - 125,000 studs, found on North Island at the Botanical Gardens. NOTE: You will need Poison Ivy to collect all minikits!
Catwoman - 125,000, found on the rooftop of the police station on South Island.
Harley Quinn - 125,000, found at the Funland entrance on North Island.
Mad Hatter - 100,000 studs, North Island.
EDIT - The Riddler - 125,000 studs, South Island. NOTE: He is required to collect some red bricks.
Bane - 125,000 studs, Middle Island.
Sinestro - 125,000 studs, Central Island.
Killer Croc - 125,000 studs, Central Island.
Killer Moth - 100,000 studs, Central Island.
Ra's Al Ghul - 100,000 studs, North Island.
EDIT: General Zod - 500,000 studs, South Island. Superman is needed to defeat Zod.
EDIT: Brainiac - 500,000 studs, Center Island. Superman is needed to defeat Brainiac.
Mr Freeze - 500,000 studs, South Island.
The Penguin - 125,000 studs, Central Island. Good character for bombing stuff with his penguins if you lose Batman's bomb suit, sometimes.
Manbat - 500,000 studs, South Island. NOTE: Can use sonar if you lose the Batman suit, sometimes.
Clayface - 100,000 studs, South Island.
The Joker - 250,000 studs, Central Island. NOTE: Will open after beating level 15. Required character for minikits and also has the ability to produce electricity for certain things but can't go through electricity. This can be used if you lose Batman's electricity suit, sometimes.
Lex Luthor - 250,000 studs, North Island. NOTE: Required for minikits and red bricks. He will appear after beating story mode.
Captain Boomerang - 100,000 studs, North Island.
Two Face - 125,000 studs, South Island.
The Scarecrow - 125,000 studs, South Island.
EDIT - Hush - 100,000 studs, Found on the hospital roof, must save citizens inn peril to unlock. I opened Hush when I saved 25 citizens but for others, Hush unlocked after saving only a small amount of citizens.
